Since the issuance of the State Council's guidance on deepening the Internet plus advanced manufacturing industry and developing the industrial Internet, the efforts made by the joint efforts of all parties have made remarkable achievements in the development of China's industrial Internet. The action plan for the 2018-2020 years' initial stage has been completed. Some key tasks and Cheng Chao's expectations are expected, and the network foundation, platform center, data elements and security guarantee function are further revealed. 2021-2023 is the rapid growth period of China's industrial Internet. This plan is formulated to deeply implement the innovation and development strategy of industrial Internet and promote the integrated development of industrialization and informatization in a wider range, deeper degree and higher level.
1、 General requirements
(1) Guiding ideology.
Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we thoroughly implemented the spirit of the nineteen and nineteen second, third, fourth and fifth plenary sessions of the party, and adhered to the new development concept. We insisted that we should deepen the structural reform of supply side as the main line, and support the construction of China's manufacturing power and network power, and adapt to the new trend of technological revolution and industrial transformation. We will coordinate the development and security of the industrial Internet, improve the supporting service capacity of new infrastructure, expand integrated and innovative applications, deepen the application of commercial passwords, enhance security capabilities, expand the innovation ecology of the technology industry, realize the phased leap in the overall development of the industrial Internet, and promote the digital transformation and high-quality development of economy and society.
(2) Development goals.
By 2023, the construction of new industrial Internet infrastructure will advance both in quantity and quality, the new model and new business format will be promoted on a large scale, and the comprehensive strength of the industry will be significantly improved.
——New infrastructure was further improved. The industrial Internet network infrastructure covering all regions and industries has been preliminarily completed, and 30 5g fully connected factories have been built in 10 key industries. The innovation enabling effect of the identification analysis system is prominent, and there are more than 120 secondary nodes. Build 3 ~ 5 comprehensive industrial Internet platforms with international influence. The national industrial Internet big data center system has been basically completed, and 20 regional sub centers and 10 industry sub centers have been built.
——The effect of integrated application is further demonstrated. New modes and formats such as intelligent manufacturing, networked collaboration, personalized customization, service extension and digital management are widely popularized. The production efficiency of key enterprises has increased by more than 20%, the application penetration rate of the new model has reached 30%, the foundation for the development of digitalization, networking and intelligence of the manufacturing industry has become more solid, and the effectiveness of quality improvement, efficiency increase, cost reduction, green and safe development has been continuously improved.
——Technological innovation capability was further improved. The basic innovation ability of industrial Internet has been significantly improved, a number of key technologies in the fields of network, identification, platform and security have achieved industrialization breakthroughs, and the supply capacity of industrial chips, industrial software and industrial control systems has been significantly enhanced. A unified, integrated and open industrial Internet standard system has been basically established, and breakthroughs have been made in the development of standards in key areas.
——Industrial development ecology was further improved. Cultivate and develop more than 40 innovative leading enterprises with main business income of more than 1 billion yuan, and form 1 ~ 2 leading enterprises with international influence. Cultivate five national industrial Internet industry demonstration bases to promote the modernization of industrial chain and supply chain.
——The security capability was further enhanced. The classified and hierarchical management of network security of industrial Internet enterprises has been effectively implemented, focusing on key industrial fields to build 200 standard implementation demonstration enterprises and 100 excellent solutions. Cultivate a number of leading security service enterprises with strong comprehensive strength and build a number of industrial Internet Security innovation demonstration parks. We have basically established an industrial Internet security technology monitoring service system covering the whole network, multi-party linkage and efficient operation.
2、 Key tasks
(1) Network system strong foundation action.
Action content:
1. Accelerate the network transformation of industrial equipment. Support industrial enterprises to transform the network interconnection capability of "dumb equipment" on the industrial site, and support diversified industrial data collection. Improve the interoperability of heterogeneous industrial networks and promote cross protocol interoperability of industrial equipment. Develop heterogeneous network information interoperability standards, establish multi-level network information model system, and realize cross system interoperability.
2. Promote the upgrading of enterprise intranet. Support industrial enterprises to use new network technology and advanced applicable technology to transform and build enterprise intranet, explore the superposition and deployment of new networks and systems on existing systems, and promote the integration of information technology (it) network and production control (OT) network. Build industrial Internet park network.
3. Carry out enterprise extranet construction. Promote basic telecom enterprises to provide network services with high performance, high reliability, high flexibility and high security. Explore the deployment of new technologies such as cloud network convergence, deterministic network and IPv6 segmented routing (srv6). Promote the access of industrial enterprises, industrial Internet platforms, identification resolution nodes and security facilities to high-quality external networks. Explore the construction of industrial Internet Exchange Center and study the new mechanism of interconnection.
4. Deepen "5g + industrial Internet". Support industrial enterprises to build 5g fully connected factories, promote the penetration of 5g applications from peripheral auxiliary links to core production links, and accelerate the promotion of typical scenarios. Explore the construction and operation mode of 5g private network, plan the dedicated frequency of 5g industrial Internet, and carry out the pilot of industrial 5g private network. Build a public service platform to provide 5g network transformation, application incubation, test verification and other services.
5. Build industrial Internet network map. Build a public service capacity of industrial Internet network covering cities and key industrial categories across the country, build a panoramic view of the construction, operation and application of industrial Internet network, and provide comprehensive support services for network construction, use and pipe network.
Column 1: Industrial Internet network interconnection project
Implement the intranet benchmarking plan of industrial Internet enterprises. Support industrial enterprises to comprehensively use 5g, time sensitive network (TSN), edge computing and other technologies to improve the networking level of all production links. Implement the network demonstration plan of industrial Internet park. Support local and leading enterprises to build 10 industrial Internet Park networks, and carry out network interconnection pilot demonstration for leading enterprises and small and medium-sized enterprises. Explore the construction of industrial Internet Exchange Center. Select key regions and industries, explore the construction of industrial Internet Exchange Center, and support enterprises to realize network interconnection and platform interconnection by using the exchange center. Build industrial Internet network information model laboratory. Develop more than 100 network information models for instrumentation, CNC machine tools, robots and other fields. Continue to promote the integrated application of "5g + industrial Internet". Cultivate about 30 typical application scenarios for key industries. Prepare and release the "5g + industrial Internet" development index.
Time node: by 2023, 50 enterprise intranet transformation and construction benchmarks will be built, high-quality external networks will basically cover all industrial enterprises above Designated Size, and 8 "5g + industrial Internet" public service platforms will be built.

(2) Identify resolution enhancement actions.

6. Improve the construction of identification analysis system. Implement the measures for the administration of industrial Internet identification and establish a coordination mechanism for identification code distribution. Improve the service capacity of national top nodes. Guide the construction and operation identification to analyze secondary nodes and recursive nodes. Build an open and global compatible identity resolution service system, promote the integration and innovation of identity resolution, blockchain, big data and other technologies, improve the comprehensive data service capacity, and enhance the support capacity for network basic resources such as domain names.
7. Accelerate the scale application and promotion of signs. Deepen the application of logo in design, production and service, and promote the integrated development of logo analysis system, industrial Internet platform and industrial app. Accelerate the scale application of analysis services in various industries, promote cross enterprise data exchange, and improve the level of product life cycle traceability and quality management. Accelerate the large-scale deployment of active identification carriers, and promote the identification of industrial equipment and products. Enhance the ability of reading and writing adaptation of signs and promote the application of signs in the public domain.
8. Strengthen the ecological support and cultivation of signs. Accelerate the industrialization of core software and hardware of identification analysis. Support the development and large-scale application of identification analysis middleware, and strengthen the adaptation between identification analysis system and industrial enterprise information system. Enhance public service capabilities such as identification resource docking, testing and certification, and establish an identification data resource sharing mechanism in the industrial chain supply chain.
Column 2: Industrial Internet identity analysis system enhancement project
Continue to build identity resolution nodes. Strengthen the construction and connection of root nodes, improve the support capacity of national top-level nodes for basic network resources such as logo and domain name, and build an industrial Internet operation analysis platform based on logo. Guide enterprises to build at least 120 secondary nodes and at least 20 recursive nodes. Build a blockchain infrastructure based on identity resolution, support the deployment of no less than 20 fusion nodes everywhere, and provide basic services such as identity resource allocation, management and Interoperability Based on blockchain. Strengthen the large-scale application and promotion of signs. Cultivate a number of system integration solution suppliers and expand large-scale applications in cold chain logistics, emergency materials, smart cities and other fields. Organize the national industrial Internet logo innovation competition and select 100 typical application cases. Promote the scale deployment of active identification carriers. For key fields such as automobiles, ships, instruments and meters, accelerate the large-scale application of active identification carriers based on 5g, narrowband Internet of things (NB IOT) and other technologies, deploy no less than 30 million, and build trusted management platforms for various active identification carriers. Strengthen the ecological cultivation of logo industry. Build a software and hardware collaborative development platform and develop a number of high-performance and reliable special equipment. Build an identification data service resource pool to improve the efficiency of industrial and industrial data services.
Time node: by 2023, the national top-level nodes will have comprehensive service capabilities such as identification, domain name and blockchain, with a total identification registration of more than 15 billion and an average daily resolution of tens of millions of times.

(3) Platform system expansion action.

9. Rolling selection of cross industry and cross field comprehensive industrial Internet platforms. Establish a dynamic evaluation mechanism, build an industrial Internet platform with international influence, deepen the agglomeration of industrial resource elements, and accelerate the innovation and reform of production mode and industrial form.
10. Build a characteristic industrial Internet platform for key industries and regions. Focus on key industries with good digital foundation and strong driving effect, build an industrial Internet platform with industry characteristics, and promote the precipitation and accumulation of industry knowledge and experience on the platform. For regions with high concentration of manufacturing resources and urgent needs for industrial transformation, build a regional characteristic industrial Internet platform and promote the implementation of the platform in the industrial agglomeration area of "block economy".
11. Develop professional industrial Internet platforms for specific technical fields. Focusing on specific industrial scenarios and cutting-edge information technology, build a technical professional industrial Internet platform, promote the integration and innovation of cutting-edge technology and industrial mechanism model, and support the construction of a new manufacturing system driven by data, software definition, platform support, service value-added and intelligent.
12. Improve the quality of platform technology supply. Strengthen platform equipment access, knowledge precipitation, application development and other support capabilities. Break through basic industrial software such as R & D, production and management, accelerate the cloud migration of existing industrial software, and form a micro service resource pool covering the whole industrial process. Promote the software and modeling of industrial knowledge such as basic process, control method and operation mechanism, and speed up the construction of industrial mechanism model and knowledge map. Deepen the integration and application capabilities of technologies such as "platform + 5g", "platform + artificial intelligence" and "platform + blockchain".
13. Accelerate the on cloud platform of industrial equipment and business systems. Formulate the implementation guide and industrial equipment data dictionary for industrial equipment on the cloud, cultivate the public service platform for equipment on the cloud, promote the cloud transformation of the core business system of industry leading enterprises, and drive the cloud migration of the business system of small and medium-sized enterprises upstream and downstream of the industrial chain. Local governments are encouraged to reduce the cloud threshold and cost through innovation coupons and service coupons, and innovate new economic operation indicators such as "excavator index" and "air compressor index".
14. Improve the platform application service level. Develop and promote platform and component industrial Internet industry system solutions, cultivate solution service providers, establish platform solution resource pool and classified directory, and carry out service provider capability evaluation. Prepare and improve the monitoring and evaluation index system of industrial Internet platform, support the construction of platform monitoring and analysis system, and provide platform industry operation data analysis services.
Column 3: systematic upgrading project of industrial Internet platform
Accelerate the promotion and application of the platform. Guide cross industry and cross domain platforms to gather a wider range of production factor resources, and support the construction of 50 industry and regional characteristic platforms for key industries and industrial agglomeration areas such as raw materials, equipment, consumer goods, electronic information, energy, medical medicine and construction, as well as the construction of cloud simulation, digital twins, data processing Fault prediction and health management (PHM) and other technical professional platforms to accelerate the innovative application of information technology. Deepen multi-level platform test verification. For specific regions with good development foundation, support the construction of 20 regional integration platforms, carry out experimental verification of technologies, products, services and solutions, and promote the development of regional factor resources
Orderly flow and coordinated development, accelerate regional industrial resource sharing and equipment cloud, and promote regional industrial coordination and ecological construction. Cultivate platform innovation solutions. Strengthen the platform's industrial data integrated management and industrial mechanism modeling capabilities such as process, control, operation and maintenance, develop and build digital twin innovation tools, and create a number of innovative solutions of "platform + product", "platform + model" and "platform + industry / region". Build platform data monitoring and operation analysis system. Improve the platform data dictionary, carry out automatic collection of platform basic capacity, operation services, industrial support and other operation data, develop platform operation monitoring and industry operation analysis models, and prepare and release the development index of industrial Internet platform.
Time node: by 2023, the number of industrial enterprises and equipment on the cloud will double that in 2020, creating 3-5 comprehensive industrial Internet platforms with international influence, 70 industry regional characteristic platforms and a number of professional platforms in specific technical fields.

(4) Data aggregation enabling action.
15. Promote the construction of industrial Internet big data center. Continuously improve the data aggregation, analysis and application capacity of the National Center, and promote the construction of regional sub centers and industrial sub centers. Study the mechanisms of industrial Internet data ownership determination, value evaluation, resource exchange and benefit sharing, formulate data exchange interface standards and specifications, and promote the efficient flow of data resources among national centers, regional and industrial sub centers.
16. Build the comprehensive service capacity of industrial Internet big data center. Provide services such as monitoring and command of industrial economy and industrial operation, early warning and coordination of emergency events for the government, data management capability improvement, industrial resource sharing, solution promotion and other services for the industry, and provide enterprises with services such as cloud connection of equipment and business system, industrial and financial cooperation, supply and demand docking and so on.
17. Cultivate high-quality industrial app. Promote the precipitation and refinement of common experience and knowledge, and develop basic common industrial app with strong universality and high reuse rate, as well as adaptive industrial app based on knowledge map and intelligent algorithm. Create a number of general industrial apps with high economic value and strong promotion function. Cultivate a number of enterprise specific industrial apps for the personalized needs of specific fields and scenes. Develop industrial intelligent solutions based on digital twin technology, support the construction of open source community and developer community, develop industrial app store and promote the transaction flow of industrial app.
