Guidance on the development of industrial Internet

People's governments of all provinces, autonomous regions and municipalities directly under the central government, ministries and commissions under the State Council and institutions directly under the State Council:

At present, a new round of scientific and technological revolution and industrial reform are booming all over the world. As the product of the deep integration of the new generation of information technology and manufacturing industry, the industrial Internet has increasingly become the key support for the new industrial revolution and the important cornerstone of deepening the "Internet plus advanced manufacturing industry", which will have an all directional, deep and revolutionary impact on the future industrial development. By systematically building three functional systems of network, platform and security, industrial Internet creates a new network infrastructure with comprehensive interconnection of people, machines and things, and forms an emerging business form and application mode of intelligent development. It is an important foundation for promoting the construction of a manufacturing power and a network power, and a strong support for building a well-off society in an all-round way and building a socialist modern power. To deepen structural reforms of supply side, further promote "Internet plus advanced manufacturing industry", standardize and guide the development of China's industrial Internet, we now put forward the following opinions.

1、 Basic situation

At present, the innovation and development of the Internet and the new industrial revolution are at the historical intersection. Developed countries seize the opportunity of a new round of industrial revolution, accelerate the layout of industrial Internet around core standards, technologies and platforms, and build a new digital driven industrial ecology. The international competition for countries to participate in the development of industrial Internet is becoming increasingly fierce. China's industrial Internet has basically started synchronously with developed countries, and has made preliminary progress in framework, standards, testing, security and international cooperation. It has established an industrial Internet industry alliance gathering politics, industry, University and research, and issued industrial Internet Architecture (version 1.0), industrial Internet standard system framework (version 1.0), etc, A number of typical platforms and enterprises have emerged. However, compared with developed countries, the overall development level and practical foundation are still not high, the industrial support capacity is insufficient, the external dependence of core technologies and high-end products is high, the comprehensive capacity of key platforms is not strong, the standard system is imperfect, the level of enterprise digitization and networking needs to be improved, the leading enterprises are lack of guidance, and the talent support and safety guarantee capacity are insufficient, There is still a big gap with the needs of building a manufacturing power and a network power.

It is of great significance to accelerate the construction and development of industrial Internet, promote the deep integration of Internet, big data, artificial intelligence and real economy, develop advanced manufacturing industry and support the optimization and upgrading of traditional industries. On the one hand, the industrial Internet is the key infrastructure of the new industrial revolution characterized by digitization, networking and intelligence. Accelerating its development is conducive to accelerating the development of intelligent manufacturing, optimizing the allocation of production and service resources on a larger scale, more efficiently and more accurately, promoting the transformation and upgrading of traditional industries, and giving birth to new technologies, new formats and new models, Provide new impetus for building a manufacturing power. The industrial Internet also has strong permeability, which can be expanded from the manufacturing industry to an essential infrastructure for networking and intelligent upgrading in various industrial fields, realize the extensive interconnection of upstream, downstream and cross fields of the industry, break the "information island", promote integration and sharing, and provide important support for ensuring and improving people's livelihood. On the other hand, the development of industrial Internet is conducive to promoting the evolution and upgrading of network infrastructure, promoting the leap of network applications from virtual to entity and from life to production, greatly expanding the space of network economy and providing new opportunities for promoting the construction of a network power. At present, the global industrial Internet is in the critical period of uncertain industrial pattern and the window period of large-scale expansion. It is urgent to give full play to China's institutional and market advantages, strengthen top-level design, overall deployment, develop strengths and avoid weaknesses, and implement step by step, so as to create a new situation in the development of China's industrial Internet.

2、 General requirements

(1) Guiding ideology.

Thoroughly implement the nineteen spirit of the party, conscientiously study and implement Xi Jinping's new socialist concept of China with Chinese characteristics, implement the new development concept, adhere to the quality first and efficiency priority, take the structural reform of supply side as the main line, and take the support of manufacturing power and network Qiang Guojian as the goal, focus on promoting the integration of the Internet and the real economy, and focus on developing intelligence. Green advanced manufacturing industry, in accordance with the decision-making and deployment of the CPC Central Committee and the State Council, strengthen overall guidance, deepen the reform of simplifying administration and delegating power, combining decentralization and management, optimize service, deeply implement the innovation driven development strategy, build three functional systems of network, platform and security, and enhance the industrial supply capacity of industrial Internet. Promote industrial application, strengthen security, improve the standard system, cultivate leading enterprises, accelerate talent training, and continuously improve the development level of China's industrial Internet. We should strive to build the leading international industrial Internet, promote the public entrepreneurship, innovate the public and the development of large and medium enterprises, and further promote the "Internet plus", thus forming a good pattern of promoting and upgrading the real economy and the network, and effectively promoting the construction of the modern economic system.

(2) Basic principles.

Follow the law, innovation driven. Follow the laws of industrial evolution, scientific and technological innovation and enterprise development, and learn from international advanced experience to build an industrial Internet system with Chinese characteristics. In accordance with the requirements of building a modern economic system, we should give full play to the advantages of China's complete industrial system, solid network foundation and active Internet innovation, promote the deep integration of the Internet and the real economy, introduce and cultivate high-end talents, strengthen scientific research and achieve innovation driven development.

Market led and government guided. Give play to the decisive role of the market in resource allocation and give better play to the role of the government. Strengthen the dominant position of enterprises in the market, stimulate the endogenous driving force of enterprises, and promote technological innovation, industrial breakthrough, platform construction and ecological construction. Give play to the role of the government in strengthening planning guidance, improving laws and standards, protecting intellectual property rights and maintaining market order, and create a good development environment.

Open development, safe and reliable. Grasp the dialectical relationship between security and development. Give full play to the openness and interactivity of the industrial Internet and promote the open development of the industrial system. Promote the wide application of industrial Internet in various industrial fields and actively carry out international cooperation. Adhere to the synchronous planning, construction and operation of industrial Internet security means, and improve the security protection ability of industrial Internet.

Systematic planning and overall promotion. Do a good job in top-level design and system planning, scientifically formulate and reasonably plan the industrial Internet technology route and development path, comprehensively realize the benign interaction of technology R & D, industrial development and application deployment, the coordinated development of enterprises in different industries and different development stages, and the regional layout is coordinated and orderly.

(3) Development goals.

Based on national conditions and facing the future, build an industrial Internet Ecosystem suitable for China's economic development, make China's industrial Internet development level in the forefront of the world, and strive to achieve and even lead.

By 2025, infrastructure and industrial system with international competitiveness will be basically formed. The industrial Internet network infrastructure covering all regions and industries has been basically completed. The identification analysis system of industrial Internet has been continuously improved and popularized on a large scale. Form 3-5 industrial Internet platforms up to international standards. The industrial system is relatively sound, the key core technologies are mastered, the supply capacity is significantly enhanced, and a number of leading enterprises with international competitiveness are formed. A relatively complete and reliable industrial Internet security system has been basically established. The large-scale promotion and application of new technologies, new models and new business formats has promoted the integration of industrialization and industrialization to a new level.

Among them, in the three-year initial stage from 2018 to 2020, an industrial Internet network infrastructure with low delay, high reliability and wide coverage will be preliminarily built, an industrial Internet identification analysis system will be preliminarily built, an industrial Internet platform system with different emphases and coordinated agglomeration development will be preliminarily formed, and an industrial Internet security system will be preliminarily established.

By 2035, an internationally leading industrial Internet network infrastructure and platform will be built, an international advanced technology and industrial system will be formed, industrial Internet will be fully and deeply applied, innovation leading ability will be formed in advantageous industries, safety guarantee ability will be comprehensively improved, and international leadership will be achieved in key fields.

By the middle of this century, industrial Internet network infrastructure will fully support economic and social development, industrial Internet innovation and development capacity, technology industrial system and integrated application will fully reach the international advanced level, and its comprehensive strength will rank in the forefront of the world.

3、 Main tasks

(1) Consolidate the network foundation.

Promote network transformation and upgrading, speed up and reduce fees. Facing the network requirements of enterprises with low delay, high reliability and wide coverage, vigorously promote the construction of internal and external networks of industrial enterprises. We will accelerate the construction and transformation of broadband network infrastructure, expand network coverage, and optimize and upgrade the national backbone network. Promote the technical transformation, construction and deployment of IP (Internet Protocol), flattening and flexibility of the intranet of industrial enterprises. Promote the application of new intelligent gateway and fully deploy IPv6 (Internet Protocol version 6). We will continue to promote the construction of special lines connecting small and medium-sized enterprises. On the basis of completing the tasks of network speed-up and fee reduction determined in the 2017 government work report, further improve the network speed and reduce the tariff level, especially significantly reduce the internet dedicated line access tariff level of small and medium-sized enterprises. We will strengthen the opening of resources and support the financing and development of large, medium and small enterprises. Strengthen the guarantee of key resources such as radio spectrum.

Promote the construction of identification analysis system. Strengthen the top-level design of industrial Internet identification analysis system, formulate the overall architecture, and clarify the development objectives, roadmap and timetable. Establish a national industrial Internet identification analysis management organization, build an identification analysis service system, support the construction of identification analysis nodes and public recursive analysis nodes at all levels, use identification to achieve accurate docking between global supply chain systems and enterprise production systems, as well as cross enterprise, cross regional and cross industry product life cycle management, and promote the integration and sharing of information resources.

Column 1 Industrial Internet infrastructure upgrading project

Organize the construction and upgrading of industrial Internet, industrial enterprise intranet, industrial enterprise extranet and identification analysis system. Support industrial enterprises to transform the internal network of industrial enterprises with IPv6, industrial passive optical network (PON), industrial wireless and other technologies, and upgrade the external network of industrial enterprises with IPv6, software defined network (SDN) and new cellular mobile communication technologies. In 5g research, carry out network technology test for industrial Internet application, and jointly promote the application deployment of 5g in industrial enterprises. Carry out the construction of industrial Internet identification analysis system, and establish and improve identification analysis nodes at all levels.

By 2020, basically complete the upgrading and transformation of the next generation Internet for advanced manufacturing industry and the construction of supporting management capacity, and realize the application of wireless network technologies such as narrowband Internet of things (nb-iot) and industrial process / industrial automation wireless network (WIA-PA / FA) in key areas and industries; Supporting systems such as industrial Internet identification resolution, registration and filing have been preliminarily completed, and more than 10 public identification resolution service nodes have been formed, with an identification registration volume of more than 2 billion.

By 2025, industrial Internet network technologies such as industrial wireless, time sensitive network (TSN) and IPv6 will be widely deployed in Industrial Enterprises above Designated Size; 5g network and low-power wide area network for industrial Internet access basically achieve universal coverage; Establish a fully functional industrial Internet identification analysis system, form more than 20 public identification analysis service nodes, and the identification registration volume exceeds 3 billion.

(2) Build a platform system.

Accelerate the construction of industrial Internet platform. Break through key technical bottlenecks such as data integration, platform management, development tools, micro service framework and modeling analysis, and form a technical system and industrial system that effectively supports the development of industrial Internet platform. Carry out the test and verification of the adaptability, reliability and security of the industrial Internet platform, and promote the continuous improvement of the platform functions. Through classified implementation, synchronous promotion and dynamic adjustment, a multi-level and systematic platform development system is formed. Rely on the industrial Internet platform to form a multi-level public platform for public entrepreneurship and innovation.

Improve platform operation capability. Strengthen the resource gathering capacity of industrial Internet platform, effectively integrate data resources such as product design, production process, equipment operation and operation management, and gather and share manufacturing resources such as design capacity, production capacity, software resources and knowledge model. Carry out application innovation for different industries and scenarios, provide users with various applications including equipment health maintenance, production management optimization, collaborative design and manufacturing, manufacturing resource leasing and so on, and improve service capacity. Continue to explore business model innovation, constantly expand the profit space of the platform and realize long-term sustainable operation by means of resource leasing, service provision and industrial and financial cooperation.

Column 2 construction and promotion of industrial Internet platform

From both sides of the supply side and demand side of the industrial Internet platform, carry out construction and promotion in four aspects: first, cultivate the industrial Internet platform. Through enterprise leadership, market selection and dynamic adjustment, form a cross industry and cross domain platform, realize multi platform interconnection, undertake the functions of resource aggregation and sharing, technical standard test and verification, and carry out industrial data flow, business resource management, industrial operation monitoring and other services. Promote leading enterprises to actively develop enterprise level platforms and develop a variety of solutions to meet the needs of enterprise digital, networked and intelligent development. Establish and improve the technical system of industrial Internet platform. The second is the experimental verification of industrial Internet platform. Support industrial alliances, enterprises and scientific research institutions to jointly build a test and verification platform and carry out technical verification and test evaluation. Third, millions of enterprises go to the cloud. Encourage the landing of industrial Internet platforms in industrial clusters, and promote local governments to encourage the business systems of small and medium-sized enterprises to migrate to the cloud through fiscal and tax support and government purchase of services. Fourth, cultivate millions of industrial apps. Support software enterprises, industrial enterprises and scientific research institutes to cooperate and cultivate a number of industrial apps for specific industries and specific scenarios.

By 2020, the industrial Internet platform system will initially take shape, support the construction of about 10 cross industry and cross domain platforms, and build a number of enterprise level platforms to support the digital, networked and intelligent transformation of enterprises. Cultivate 300000 industrial apps for specific industries and specific scenarios, and promote 300000 enterprises to apply the industrial Internet platform to carry out R & D, design, manufacturing, operation management and other businesses. The basic and supporting role of the industrial Internet platform in industrial transformation and upgrading has initially emerged.

By 2025, key industrial industries will realize networked manufacturing, the industrial Internet platform system will be basically improved, 3-5 industrial Internet platforms with international competitiveness will be formed, millions of industrial apps will be cultivated, millions of enterprises will be put on the cloud, and a new manufacturing ecosystem of two-way iteration and mutual promotion of platform construction and use will be formed.

(3) Strengthen industrial support.

Increase efforts to tackle key common technologies. Carry out research on new network interconnection technologies such as time sensitive network, deterministic network and low-power industrial wireless network, and accelerate the application research of 5g, software defined network and other technologies in industrial Internet. Promote the research on key technologies and security and reliability mechanisms of industrial Internet identity resolution, such as parsing, information management and heterogeneous identity interoperability. Accelerate the tackling of key technologies such as IPv6. Promote the application research and exploration of emerging cutting-edge technologies such as edge computing, artificial intelligence, augmented reality, virtual reality and blockchain in the industrial Internet.

Build an industrial Internet standard system. Establish a national industrial Internet standards coordination and promotion group, an overall group and an expert advisory group to comprehensively promote the construction of industrial Internet standards system, optimize the promotion mechanism, and accelerate the establishment of a unified, comprehensive and open industrial Internet standards system. Formulate a number of general standards, basic common standards, application standards and safety standards. Organize the standard development and test verification project, and simultaneously promote the standard content test verification, the construction of test verification environment, and the development and promotion of simulation and test tools.
